Evaluation is based on a regular survey of values and the price of a particular programme, plan or action.

In order to evaluate it is necessary to define:

  • goal of the evaluation,
  • subject of the evaluation,
  • issues and key questions in given subject,
  • criteria of evaluation,
  • sources, where necessary information can be found,
  • method of collecting information, i.e. research methods and tools,
  • terms essential for the given evaluation,
  • method of verification of the collected information and its adaptation to the given evaluation.

The evaluation aims to improve the quality of decisions. It is used in both planning and implementation, as well as in a summary of the results of the carried out activities. It supports the process of decision-making and analysis of the effectiveness and efficiency of the completed projects.

Evaluations also include a SWOT analysis (strengths, weaknesses, opportunities, threats) of the project or the company. Evaluation research is both quantitative and qualitative study.
